Hundreds of thousands of people are expected to pass through the gates at Flemington with police focused on unruly and anti-social behaviour.
Superintendent David Clayton said police were reminding racegoers to celebrate safely and responsibly.
“Police will be present on all four major race days throughout the carnival kicking off with Derby Day this Saturday,” Supt Clayton said.
“It doesn’t matter if you are heading to Flemington or into the city to enjoy a night out after a race day – police will be there to keep you safe every step of the way.
“This includes a highly-visible police presence in the areas surrounding Flemington, at public transport hubs and throughout the CBD, with a number of public order and traffic operations running prior to and on each race day.”
Supt Clayton said police had undertaken extensive planning and preparation with the Victoria Racing Club ahead of the carnival.
“We’re advising racegoers to allow plenty of time to get into the track as there will be bag checks and wanding at every entry point,” Supt Clayton said.
“The safety of everyone attending is our highest priority and we urge everyone to be patient at the gates.
“Unruly behaviour and public order are the main offences we encounter each year and this will again be our focus.
“We won’t tolerate any behaviour that spoils the day for the majority of well-behaved racegoers.
“Booze buses will also be positioned around the racecourse to detect any drink or drug-affected drivers.
“As always if you’re going to drink, plan ahead, use public transport or plan a designated driver.”
The 2017 Melbourne Cup Carnival begins with AAMI Victoria Derby Day this Saturday followed by Emirates Melbourne Cup next Tuesday, Kennedy Oaks Day next Thursday and finishing with Emirates Stakes Day on 11 November.
