Detectives investigate Brighton East incident

Police have been told a 63-year-old male with a 70-year-old female passenger, were travelling toward Breen Drive in a van about 6.45am.
After turning a corner onto Breen Drive, the van braked suddenly to avoid colliding with an unknown man and two unleashed German Sheppard dogs that were allegedly standing on the road.
It was reported the man then followed the vehicle to where it had parked nearby, before proceeding to run after the driver of the van, becoming aggressive and threatening him.
When the driver produced his mobile phone to record the incident, the man allegedly snatched the phone and threw it at the ground, causing it to break.
The man then left with the dogs in an unknown direction.
No injuries were reported in this incident.
The man was perceived to be in his 50s, wearing a mustard coloured jacket, a blue and white striped shirt, and a peaked golf style cap.
Investigators have released an image of a man they believe may be able to assist with their enquiries.
Police are yet to establish the exact circumstances surrounding the incident and are urging the man described to come forward.
